Help: Rendering videos/ Template settings

Hey guys, I need some advice on rendering videos!

I'm making music videos and would like to share them on the net for friends, but when I go to save and render it by the time it's done, it's about 18 or 20MB. I want the files either .mov or .wmv, I think that's the best for 4minute videos. At least I think so? I used Adobe premiere a long time ago, and it seemed to compress it easier, just one click and it was like 4MB for a decent quality(Then I had some cleaner issue and couldn't use it anymore). But anything I seem to make that's even 9MB on here is super pixley and fuzzy looking. I have no idea if I'm doing something wrong or what. Do any of you have any suggestions on template settings? I would really appreciate anything you could tell me!

Use the WMV templates found in "Render As" and I'd recommend nothing larger than 512Kpbs, but for most things, 256 is sufficient.
Quicktime (mov) is harder to get a clean image out of without using Squeeze, and even then anything smaller than 1Mbps is not so great.
What bitrate and format are you currently encoding to that is coming out fuzzy? Maybe post a file somewhere we can look at?
