The best way to do this in Vegas is to import a video file you've created in some animation software package.

A number of programs can probably help do this. Particle Illusion I know can, from memory Bluff titler might also, it certainly can do text with grass growing out of it. Of course if you've got the time, patience and the right gear you could timelapse the real thing. Devils Ivy would be a good cantidate, it can grow so fast you can almost hear it growing.

Also have a look at Bryce, it does vegetation quite nicely and can be had for free or the latest version for not a lot of money. It takes a bit of learning though but can be used for many things. I was amazed to see it recommended by the ASC as a cheap previz tool.

On the other hand you could take a still of vine and use Vegas's bezier masking to reveal the vine. The results will not be photorealistic though. You could use multiple stills of leaves in various stages of development and composite them onto a bare vine that appears to grow using Beziers to get closer to the real thing.

You could start with a photo of the leaf. Use a paint program and remove everything
else outside so you have a transparent background.

In Vegas, use pan/crop to zoom out so it is small and set a keyframe.
Zoom in a bit and set another keyframe. The leaf just grew.
Do several tracks in different locations for additional leaves, you may also rotate
them.

Use the above suggestion for the vine background exposing the stems as your
leaves "pop out".

Here's a link for a similar technique. You could ask him/her which program they used. Most likely you can render it to video with a backgraound alpha channel to overlay onto your video.
