Help with DV converters

I want to be able to view my project on a regular TV while editing. I have searched these forums to see if I can do it with a video card that has TV out but I can't get a conclusive answer. My next option would be to use either a DV camera or a DV convertor (ie. Canopus ADVC-100). My questions are these:

1.) How does the quality of the conversion from the Canopus compare with using the convertors in a typical DV camera?
My guess is the Canopus would be better since that is what it's sole purpose is. I don't even own a DV camera yet and I'm not ready to spend that kind of money unless I have to. Right now I need to get VHS tapes transfered into the computer and I'm using a DC10+ to convert the video and a Digi001 to convert the audio.

2.) Is there a video card with TV out that will let me preview the my Vegas editing on a TV?
I am currently using a dual output GeForce2MX and two monitors. I drag the preview window over to my second monitor. I'd like to simultaneously have dual monitors and a TV output. Anybody here doing that?

3.) Assuming that either of these choices will work, which would be better in the long run?
I've got so much analog stuff to work with now that I don't forsee getting a DV camera for another year. Do you think the quality of the Canopus would be better than the DC10+?

Thanks for any responses. Like I said, I did try searching the forums before posting this. I'm just looking for more specific answers.

Yes! And there are no 3rd party drivers or codecs to mess with.

Vegas + 1394 card + Canopus media converter= the best setup for Vegas.

I currently use the Hollywood DV Bridge and I am very satisfied. The DC10+ I used to own is now no longer used, and I do not regreat the change.
