It can certainly be with Vegas 'as is', but I'm not at my editing PC right now, so I can't be specific with details. It will involve using one of the Video FX (in the video fx window) and keyframing to some extent. Not difficult.

I decided to do some more playing. It now combines the flat ripple transition with 3D ripple effects. It simulates the transition seen on TV pretty well. The result is here:

The zip file contains all the tools necessary to do the job (albeit rather low quality MPEG-1 files). The finished result is "finished-ripples.mpg". The .veg file is more a tutorial than a piece of production work, but you should be able to cut & paste as necessary.

By the way, the zip file is missing circular-waves-map.mpg. I found it in the chienworks-circular-ripples.zip that Frenchy mentioned (thanks Frenchy).
