In your Video Fx window, make sure that the Border Fx comes after pan/crop, not before.

Thanks for the quick reply, however, that is the way my Video FX window is set up. I did not realize that the pan/crop fx could be moved. Anyway, I did just the opposite and put the Border BEFORE the pan/crop and it worked as I was hoping. Thanks for the idea of moving the pan/crop fx.

That IS the way to do it. Apply the border, then resize.
