Highlight a person in a group?

I have video of groups of people, and I want to highlight a person in the crowd. Either with a circle or oval around them, and/or a spotlight kind of thing, where all but their area is darker.

On a conventional video switcher, I would do like a half wipe between the normal video and a copy of the video with the video level pulled down. - if that helps explain what I want to do.

This HAS to be possible with everything else that VMS will do...

add generated media solid color black on track above your video.
apply cookie cutter effect to black media
choose shape
choose method. cut away section
add feather and adjust size of circle.
go to your timeline and lower the opacity of the black track till you get results you want.
I'm sure there are different ways but this is quite easy.

Then use key frames to move your mask around to follow the individual.
