Place the same footage to two video tracks. Add a Black and White Video FX to the lower one. Add a Linear Wipe Transition using the Left-Right, Soft Edge preset to the top one. Adjust the start of the top transition to match the girl walking. The video will transition from the B&W lower track to the color upper track.

Johny, will that have a line of color moving from left to right with a soft edge?

I believe the way to have the whole scene become colorized simultaneously would be to have two different video tracks aligned with each other with the B&W fade out left to right linearly - the Color fade in Right to left linearly and the whole scene will gradually become colorized, right?

Yes there will be a fuzzy line of color sweeping from left to right. Now sure how the original poster intended it to look but I thought they wanted the color to follow the girl. You could always keyframe a mask to change the shape or use an organic wipe like the ones from Pixelan if you have Spicemaster.

If the whole scene is to change to color all over then that can be accomplished just by varying the opacity of the color track instead of using a wipe.
