Apply a velocity envelope to the video clip.

You then can add keyframe points to change speeds overtime. You set then percentage of the clip to between 0% and 100%

A Velocity envelope point can go from 3x in reverse (-300%) to 3x times forward (+300%).

Two ways.

The simpler is just drag out the right edge of some event while holding down the Ctrl key. You'll see a zig zag line added. Dragging left has the opposite effect. Vegas ADDS frames.

For more envolved try the Velocity envelope.

Click on some event on timelines. From Insert on Men bar select Video Envelopes/Event Velocity. A green line is added. Now double click on the green line where you want to effect speed. A control point is added. These can be dragged higher or lower on the envelope to effect velocity. You can add just a couple or many control points. With this method no time is added. So if you apply a envelope to a 10 second span and it still will play ten seconds even if you add or slow it down. The first method add/removes time. So if you have a attached auto track you first need to seperate that.
