Pixelan SpiceFILTER has an effect called StepTime that will do exactly that. It comes in a collection five filters for $99. There is a demo you can download on the Sony site. Here is the description from the Pixelan site:

StepTime
Apply visual stutter/ghosting effects to subjects in motion within your scene. Simulate low frame rates or stop-action footage. Or add a dynamic strobe that can pulse hard or soft, with any color, or even be keyed to pulse to clips in other layers in Vegas. StepTime gives you complete control over the timing and the amount of dissolve/blending. Strobe and stutter effects can occur simultaneously or be blended for new looks.

Of course you could always just freeze every 5th frame right in Vegas by taking a snapshot and placing it back on the timeline for the duration you need but it is more tedious than just applying a filter like StepTime.

Outside of the Pixelan, which I think is the best way to do this, you can also remove frames in the playback by right clicking the event, choosing properties, and changing playback rate.
It's not as good, but does work.

Right click the event, select properties and then adjust the undersample rate to 5.005. Hold down the ctrl key while you adjust to have more control. Perfect five frames per second at normal speed.

I won the Pixelan Spice Filters at the VASST seminar.I havent used them in a project just yet but played around with them. The difference is between just undersampling with Vegas is that these filters allow you to add the blurring or ghosting affect between the frames, with lots of control over those param's.
All depends on what "type" of effect your trying to achieve.
