I want to add text like in cartooms. The bubbles over the head with words in it. I have a baby talking in baby talk and I want to add words.

Unfortunately for you the .veg file is for Vegas 3 and won't open in Vegas Studio. However, if you create your graphics with transparent backgrounds you should be able to drop them into the overlay track and have them work nicely. If you can't create them with transparent backgrounds then you can use the ChromaKey function in Vegas Studio 4 instead.

I think i saw the cartoon bubbles on the extras cd that came with vegas 4.
you would just put this on the track above and chroma key out the backround
then position your text above that.
