Is there a process, plugin or program that would, in essence, do for video what "Auto Levels" does for stills in Photoshop. I know that Vegas has an abundance of adjustments, from brightness to color curves. What I am looking for is a simple process that could be applied to bad video, such as 8mm transfer, on a frame by frame basis. Amatuer film seems to vary so much from scene to scene that it's often too time consuming to make manual adjustments. A general "Auto Level" type of program could be run on an .avi where it examines and adjusts luminance, color, etc. to a preset standard.

I'm sure something of this nature either exists or is possible. I've just never had the need before. Can anyone offer some guidance.

After Effects 6.5 Pro does that and has auto color as well. Its also nice because it has the shadows/highlights which saves a lot of time tweaking manual settings. Not cheap, but definitely works.
