Open up the effects chain on the clip by clicking the little button on the right edge that looks like a vertical rectangle with a tiny circle on either side. You'll see a list of effects and filters. Choose the one you want from that list.

Thanks, but I've seen that. Perhaps I'm mistaken, but I thought there was a more in-depth tool?

Hmmm. I thought that tool was pretty deep. There is also color curves, HSL adjust, contrast/brightness, etc. Poke around a bit and i'm sure you'll be able to accomplish most anything you want to do.

Effects button on event (clip on time line ) or rt click on event and select fx in menu. Or the tabs bar.
go here for more infomation, judging from some of your other post you need to get some of the basics.
