The Deep Learning Models do not require individual activation, they are an add on to your Vegas Pro 22 license. Make sure that you have installed the Deep Learning Models for Vegas Pro 22 (22.2.0.) form here. It looks as like the version layout in that post has changed recently so that the links are in a sub-menu.
