You need to use a program like Nero. Keep it mind Nero takes more of a Swiss Army Knife approach and is primarally focused on burning CD's and DVD's. DVD-A is focused on DVD Authoring. While it can and does a nice job of burning, it its first release it doesn't have all the bells and whistles a more mature burn-only applcation like Nero does when it comes to optons as to what it can or can't put on a disc. While I haven't checked it out yet, I've heard Nero now is branching out and supports limited authoring as well.

Any competent dvd burning software such as Nero or apps using the Primo engine will let you drag a data folder onto the burn list.

dvda runs out of steam well before it gets to such radical concepts as a data folder.

It is probably a good idea to observe strict iso conventions re the folder name and file names.
