how do I blur a small spot

Maybe I'm missing it, I need to blur a face in a few clips but the method is eluding me.
Oh and some thing I would like to see in Vegas, a keyable counter i.e. frame 1 = counter #1 then count up to frame 3000 = counter #10 I guess it would be a media generator of sorts.

Try this:

1. Duplicate your clip on the track above
2. Pixelate or blur the new clip
3. Add a Cookie cutter to the new clip and only show the small part you want blurred
4. Use keyframes on the cookie cutter position to keep the blur in line with the subject
