Thank you for taking time and reading my post.
I saw a shot on Sundance Channel last night I thought I would try to duplicate it and learn something in the process.
Most of the screen was black and then the Video track (A) took up about 1/3 of the screen (centered rectangle).
Next Track (B) was a simi opaque FRAME that that intruded upon track (A) by about 18 percent, the color was sepia opaque.
Great Effect as it was simple and quite effective, but I don't seem to be able to duplicate it.
The TV show that contained this effect was called "The Staircase directed by Jean-Xavier de Lestrade".
I email the editor today "Denis Poncet" but I don't think he has time for students. This is part of the DocDay Monday series.

It airs again tonight at midnight pdt the effect is used over in over throughout the entire 8 part series.
