Select the button you want to edit, go to the Media tab of the Button Properties window, and select the Start Time setting. Clicking the down arrow to the right will give you a slider to adjust where the "icon" (FYI, we call it a "thumbnail") will begin. (But since Style is set to Still rather than Animated, Start Time simply represents the single frame that will be shown.)
The slider's increment is dependent on the length of the overall clip, so for more precise control, follow these steps:
1. Navigate into the movie itself by double-clicking the button in question.
2. Using the timeline below, find the frame you want to use.
3. Double-click the timecode above and to the left of the timeline.
4. Hit Ctrl-C to copy the timecode to your clipboard.
5. Follow the instructions I listed before but instead of using the slider, paste the timecode into the Start Time textbox.

If you are talking about a still for the button image,
Open the video on the timeline and find the frame you want to use.
Right Click on the Button in the Project Overview Window and select SET THUMBNAIL FROM VIEW.
