You can't. I had the same need last year, and there's no plugin, or third party plugin, to offer that ability like there is on AE or FCS. I was able to just use some Vegas Pro way to move the frame a tiny bit up and down using some special keyframing thingie (can't remember the name now), but this ability does not exist on Platinum. And even then, by doing it manually, frame by frame, the effect was NOT as good as the real thing as you can see in some metal music videos that use specialized plugins. The shake effect on NewBlue/mercalli, and the film jitter is not exactly the same as the one in music videos: Unfortunately only iTunes has a high quality version of the video above to see that when there's actually a jitter there's also a blur. It's that combination that makes the effect magic. If you simply just add jitter or camera shake it will just look like a bad camera handling, not as the intended effect. And since these plugins are automatic in the way they apply their jitter, you can't add the blurring EXACTLY on the right frames.
I re-iterate, to properly create the well known heavy metal jitter/pulse-blur effect you need After Effects or FCS, or you must go frame by frame, by moving and bluring frames, which is time consuming and not as well-done anyway.
