how do i get this format in vegas pro example provided

Hello I saw this video format and I think its very cool.

However, 2 questions,

1. How do I get the 3 boxes in the video like that?

2. How do get the controller input signatures? I can use overlay I understand that but how do I draw them? or is there a template for them?

Search in YouTube: Vegas Pro Multi screen, then choose the tutorial you want to watch.

You can easily design those overlays in Photoshop (look for shapes like circles & arrows) and save as png.

When saving as PNG in photoshop, make sure the background is transparent (you'll see a checkerboard pattern to indicate transparency). If you see a white background, make sure the background layer is turned off and the icon you want to overlay is on its own layer. Then you should see the checkerboard transparency you are seeking.
