How do you make a double exposed image with VV3?

I've gone through the manual and I can't find anything about taking two or more clips and over laying them to create a double, triple, etc., image. Is this possible and can you control the percentage of one image compared to the other?

Place clips on separate tracks. Use the opacity tool on each click.

you may want to play with the compositing modes (click the little icon to the right of the opacity slider). additive and overlay are both very useful modes for creating double exposure style compositions.
