Does the media still exist on your drive?

Put the media back to where it was imported.

yes the media does still exist on a drive

I was able to drag an affected track to the original file on drive

i am able to delete affected tracks

I am now not able to add any video tracks, not even to a new project

So, the media off line seams to be resolved after I re-set some settings I had changed earlier in an attempt to reduce crashing (tutorials found on you tube).

Resolved by going back to factory settings
