Totally depends on the director/editor. (ie. YOU) You do what you want, it's your project. When I edit for my station and it is a promo or commercial I use 10 frame fades. If I dissolve I prefer 20 frames. Whatever looks good for you is best.

I'm in agreement with BeerandChips....it's totally up to the director/editor.

And, IMHO, it totally depends on the project too.

Some of my transitions are nothing but jump cuts (because that is what the project demands). Some projects "just start"....some I like to give a good 5 second fade in.

Most end projects I do I do a fade out from video to a still and fade out for 5 seconds.

It's like with some songs I record. I always try and put a two second buffer of silence at the start and end. This, coupled with the two second default pause inbetween tracks when burning an audio CD gives a good pause between the tracks.

But one of the last CDs I produced I didn't want or need a two second gap between the third and fourth track. I needed four to start precisely after the last downbeat of three. When played back to back .... it's a great transition - but they are two separate tracks.

Hope that helps a bit.
