How to blur an area

I have a short film that I am going to be showing on TV next week and I need to blur some stuff out. Let's just say there is a scene with a considerable amount of "mommy parts". How would I blur just this one area, maybe moving a little bit, but leave the rest uneffected?

How would I go about achieving this blur?

This may not be the quickest, but it will give you a lot of control..

Duplicate your video track (make it above your source track), and apply a mask (event pan crop), and then apply, probably a gaussian blur (if you want a fairly heavy blur).
The mask will allow you to select an area of blur only, on the new track, and since you create the mask, you can control it's shape as necessarily ;)
