how to capture web streaming

Can anyone direct me to a thread or site with instructions on how to capture video into Vegas off a web stream.

A couple of decent video sites with a bunch of forum sections are videohelp.com and doom9.org. That said, you're going to have to provide some sort of focus on your intended source -- the way one captures (or saves the file) from one site is completely different from another. And you're not going to want to use Vegas for this... There are a BUNCH of tools available, again depending on source, so include your source when Googling.
