In VEGAS, choose File - Render As - pick AC-3 and click on Custom. Then you can modify the bitrate. Don't believe you can in DVDA. I suspect it uses 192 but I'm not sure.
That's exactly my point ... I currently use DVDA to render the AC-3 (for other reasons -- I'm using Ligos MPEG encoder for video) and have no idea what bitrate is being used. Is is possible that the settings created in Vegas affect DVDA?
You can't change the ac3 bitrate within DVD-A proper. It's 192 kbps for two channel, and 448 kbps for ss. You can, as jetdv noted, bring your audio into VV and have more control over the bitrate settings and channel mix. It shouldn't affect the audio adversely.
