Been a while now since I last used 9 but I don't recall it being any different to 11 that I am using now.
Top left of the screen 'Project' > Save As > set the location where you want it to be saved and give it a name. The same goes if you want to Render a movie to a location of your choice......Project > Render As > as before.

That works for the current project, but it defaults to the old value for the next project.

Im not in front of my PC with Vegas, but look under Preferences on the top toolbar and you should be able to set something there.
