How to combine 4:3 & 16:9 SD in VP9?

I have 16:9 and 4:3 SD video I want to combine in the same DVD project using Vegas Pro 9.

How do you tell Vegas to make the 4:3 portions pillarboxed into a 16:9 image?

If your project settings are 16:9 Vegas will automatically put 4:3 footage in the centre, with black either side, and this black can be replaced with any other colour or image you desire.
