How to convert 16 IRE back to 0?

I have one of those prefabricated particle effects CDs, and the .MOV files are all rendered with a 16 IRE setup. In order to use various compositing modes (add, subtract, etc.) with them, Vegas needs them to have an black IRE level of 0.

Whats the best way to push the black levels down? Or am I missing a more elegant solution?

But the clip is broadcast legal, that's the problem. How do you use the broadcast colors filter to bring luminance levels from 16 down to 0?

Couldn't you just use a luminance key set to 16 IRE to make the black transparent?
