How to create frame-accurate chapter points

Does anyone know how to use the mainconcept encoder (mpeg2 dvd) so that i can create frame-accurate chapter points in my dvd authoring program? does this have to do with iframes?

Yes, it has to do with i-frames. However, the MOST you should be off is 1/2 second. Usually it will be less.
