How to create ordered playback of chapters

Hello,
I am producing a fitness DVD. It contains a circuit of follow-along exercises-- there are 8 rounds with a 1 minute break / rest period between each. By default, you could just hit play and follow along for an hour.

I would like to also offer the option of just a 30 second break. I envision a choice in the DVD menu (use 30 second breaks) sort of like you choose a different language.

How could I make that happen without recording 2 complete sets of video (completely identical except 1 has 1 minute breaks and the the other has 30 second breaks?

Just create a playlist and put the video in that playlist. Change the in/out points for that "instance" of the video to give you the 30 second breaks. Link to that playlist with a button.

DVDA will use the same video, but with different navigation pointers. Thus, the size of your project on disk will barely increase at all.

I'm not seeing how to make a playlist, though. I'm using DVDA2, though-- is that a new feature in 3? If not, how do I accomplish it?
