How to create slow motion

Hi,
I have SB 3.0, I wanted to know if it is possible to create a slow motion of an mpeg 2? Some frames I want it to be slower.

You can change the speed by <ctrl> dragging the edge of a clip - if you make the clip longer it slows down, shorter and it speeds up. I don't know what the quality will be like if you're starting with an mpeg though.
