How to cut out a portion of a picture and zoom in?

I've spent some time attempting to search this topic, but I'm not exactly sure how to narrow my search terms. So, better to post.

I would like to learn how to pull a segment of a picture out and zoom/pull it forward while keeping it above it's original background. This has become a popular technique for commercials and various media. Does anyone know how to do this? Or know of a tutorial describing it? Also, depending on your answer, will help me realize whether this effect may be achieved in Vegas or not?

Not sure if there's a better way, but I would put the original picture on a video track, then insert a video track above it. The put another copy of the picture on the top track directly above the first image on the lower track.

Then use the pan/crop incon to size, move and position the image on the top. As you do this, the image on the lower track will remain constant as the back ground.

Or if you get a little more creative and you modify the image on the lower track, to say fit just a quarter of the screen, then you could have the second image on the top track appear to grow from out of the picture and be anywhere and any size on the screen.

A video tutorial on youtube could be helpful if you haven't learned any crop techniques yet. Just type in Vegas pan/crop.

Though one of these video links is done in AE, I've done this in Vegas. You'll need to create a parent track and the layer(s) are child tracks.

Thank you DWhite, Jay and Byron. That is exactly what I was looking for. I have done cropping and panning and like the creative addition this feature would add. I'll read up on this and get some practice in as well.
