How to drag black line in timeline?

I have Movie Studio Platinum 12.
In the timeline, there's a thin, black line that runs vertically down the timeline on all tracks. I can drag this to quickly fast-foward once the video is paused. Is there a way to drag it while it's playing so that I don't have to pause first?

For scrubbing while playing or paused, use the Rate slider on the left, instead of dragging the cursor.
