Fit a new system drive and reinstall Windows.  If this works repeat every 30 days.

As an alternative you might try taking an image of your existing C: drive.  Reformat C: (not quick method) and reinstall Windows. If this doesn't work reload the system image and continue without VP14.  Can recommend  Macrium Reflect (free) for taking image. The 'rescue' media gives access to Diskpart so you can 'deep clean' your existing system drive, convert to MBR or GPT and reformat. 

If you take this route make sure you prepare written notes on 'diskpart' commands.  Best of luck.
