Honestly, I'd make a pp presentation and export it as a 4k video.

You might look around at Vegasaur and see if there's anything you like. Absolutely Vegas can do all that. You import your photos, resize them with crop pan, and animate them in and out with track motion. You can add text and animate that too. Add sounds, etc. However, it might take a little time depending on how involved your presentation is. Personally, I hate PP presentations where the person simply reads what's on the screen. You might want to consider making a streamlined presentation and just use a few graphics and texts, and if you need to read anything, just read it from a script versus putting it on the screen. If you watch Ted Talks, that's generally how they do it.

Thanks! I usually have clips of videos and pictures where I pan and zoom(I add memes as well). My dialogue isn't too hard to understand but I like to add large texts to key points sometimes.

each video I plan to do is about 3-4 minutes as well. I got the trial version of vegasaur....If its good I'll definitely buy it.

I would use ProShow for this type of mixed media presentation. Much better than Powerpoint and, although all this can be done in Vegas, is much easier to piece together this type of presentation IMHO.
