I don't remember where I saw it, but the other day I put an .avi in the timeline and just started going through all the plug ins, in real time ( I only have VV 4.0) and I believe I saw something that may be similar to what you're looking for, I just can't remember what it was.

Start with Sony Film Effects plugin and select jitter.
This will give a certain amount of sprocket jumping with the frame moving up
down a little. Use a few seconds to make the effect noticable.

Then I would use a paint program Adobe or Jasc. Take a still of the frame
using capture. Make a new image that is 760x980 or slightly wider/taller if
you want to see a sound track sprocket holes on the film edge..
Place a copy of the captured still in your new image. Place a second copy
below it. Add a second layer and build a mask that may include a "sound
track and sprocket holes". You can make the bottom image torn.

Place this new image back into Vegas and use pan/crop to position the new
image so you can't see the mask. Set keyframes as needed and pan the
image about so you see the sound track and finally move it out of the way.

A bit more complicated is having the film burn/melt but I have had some
fellow movie goers almost panic because they thought the theater was
on fire.
