I have scoured the internet and youtube to find this answer but can find none. I own Sony Movie Studio Platinum 13. I can not find a way to only "Make a Movie" (there is no option to render or render looped section) of only a selected piece of the project. How can I select a portion of my project and render/"make movie" of just that portion?

Is 'File>Render As' command available in VMS?
in VMS 13 platinum, there is a "project" tab and the way to render is a tab called "make movie"
Create your loop region. Select 'Make Movie', select 'Save it to my hard drive', select 'Advanced options...'. In the 'Render Options' drop down menu, check the box marked 'Render loop region only'. Select your template and destination folder then click 'Render'.
