Yes, doable, but a bit tedious, and if you're familiar with AE, or (say) Blender, or (my preference) Moho, it's easier using those. In Vegas if you must, essentially, build a progressive series of masks to uncover the text, put your laser burn (with alpha background) on a track above and move it along the text with pan/crop position. The result will depend on how careful you are and how many masks and keyframes you want to use.

Sometimes for this sort of special effect I have used a proxy coloured dot overlaid on the background video to allow me to manually track the path required. Then using Boris Motion Tracker to create a path following the proxy dot for the new video effect. Finally mute the proxy.
