You can do all of the FX in that video with the Damaged TV plug-in that's in Boris Continuum Complete Stylize Unit.

I think I can do most if not all of that using vanilla Vegas.

Copy clip and slip it back / forward a few frames, change opacity, fiddle with compositing mode etc.

Same goes for the chroma offset, pretty sure without looking there's an FX that does that, if not pretty easy to build one.

Film Damage is just an overlay in an upper track.

Thing I've found with both Vegas and AE is you can do a heck of lot with what ships with the product and learn a lot working out how to do things. For sure if this kind of work is your daily fare then buy the plugins that save time and money, if not have a go at it yourself.

The NewBlue Color EQ plugin is really handy. Works just like an audio EQ except it's for colors. You can pull or ehnace any color or group of colors really easily, like a notch filter for audio. Which is not surprising cos they're all just frequencies... :)
