There are several apps that can handle this, including winmedia 9 encoder for free. If concerned about wmv quality, do it uncompressed.

That said, while it seems much less efficient and takes longer, I still use an ADS scan convertor to record the PC screen to tape. To me the result looks better, especially going back out to TV.

I have tried pretty much all the methods to accomplish this and have found shooting off an LCD screen to be the most effective in terms of quality. I was very unhappy with everything else.

There's a free app called CamStudio that can record what's on your screen in AVI format. Maybe you could try it... You can even crop exactly what you want or record the whole screen:

I just tried it out and its great, there's a commercial one called Camtasia but Camstudio seems to do the same job and more and you sure can't complain for the price. Where I work we hire out a Sony scan converter a lot for doing this, still cannot convince people that recording straight from the screen is a better way to go. The other way I've done it is using a video card with AV output into a recorder. Thing you really have to watch is screen resolution, no matter which way you go.Try to run the PC in the lowest possible resolution seems the trick if your aiming for DV output. Alternatively now that VV4 can handle more than 800x800 all sorts of possibilities open up.
