How to prevent pan/crop from appearing in video FX-chain by default?

I would like to view the plugin-chooser whenever I start to build a video FX-chain for any given video event. By default, the pan/crop FX (which I never need) is always first in the chain by default. How do I change this?

Not possible, Pan/crop is a default fx. Other fx can be placed before or after the pan/crop.

Re Pan/Crop in the event header rather than the FX chain, and given that @studio-4 has expressed some interest in Vegas Pro 18 in other posts, pan/crop is selectable to display in the video events header in VP18 by clicking on the 'hamburger' to the far right of the header of any video event and then selecting 'Edit Visible Button Set ...'. There are some 14 header displays that can be turned on or off including Pan/Crop.

@Dexcon, @j-v, I think the OP is referring to the Pan/Crop plugin that appears first in the chain in the properties window.

This, I believe, like @3POINT ,is the default plugin in the chain and is always there.

And it needs to be there because for some of the FX it matters if Pan/Crop is applied before or after the FX.

I know for sure he does, but @Dexcon stated that the visibillity of the button on the trackheader can only be made unvisible at the Pro version and I showed him that it is also in Platinum 17
