I am not sure if I fully understand but couldn't you just save the effect "save as" and then put that same effect on the 2nd layer?

Or copy the first clip and then do a "paste event attributes" to the second one?

Yes, but in the example, I am using earthquake and I want the two tracks parented and both of the layers to move as one (Prerender? the tracks)

This worked in Vegas Pro 10:

Track 1 - Blank with Earthquake effect added - moved to be AFTER the "composite" entry at the top of the effect dialog.

Track 2 - child to track 1 with one video clip
Track 3 - child to track 1 with other video clip

When I play back the timeline, both jump together.

In the FX window TL, close to the FX name of each keyframes line there is a little blue outline triangle which is the pre/post toggle button. Peak to the left, the effect is applied pre composite for a track or pre pan/crop for an event. Peak to the right, it is applied post.

V10 offers a more intuitive way to do it, but the functionality is the same.
