How to render and your "rate"?

Ok, i like to set my "Rate lower at times(slowing down the video/sound, using the Rate tool bar but when i render it doesn't save it with the rate lower, just normal, how do i tell VV to keep the rate set the way i have it?

That "rate" toolbar is only for scrubbing while previewing. It has nothing to do with the speed of the video or how it will be rendered. You must change the speed of the events themselves in order to slow them down. One very simple method is to Ctrl-Drag the end of a clip out to the rigth. This stretches it out longer so it will play slower. You can also insert a Velocity Envelope to get finer control and to change the speed of a clip from moment to moment.
