This is a data rate of only 6 Mbit/s. I'd call this small. If you very need just a third of it, set the data rate to a third in the render settings.

My children and friends don't like to watch 4 minutes long video's on a smartphone, but if you want 4 minutes in 64 MB's you have to change the customized settings.
To get a smaller size you have to lower the dimensions of the rendered video and lower the bitrate what will result in much lower quality, but that is your choice than.
A 4 minute video I can render in 64 MB with these customized settings

and this is the result of a so made 4 minute file with MediaInfo of that file

Today I uploaded a 6min 720p25 with VMS16 renderwizard rendered Videofile, size 320 MB, from my smartphone to a WhatsApp contact. WhatsApp compresses this Videofile while sending to 49 MB, means my WhatsApp contact doesn't receive my original Videofile. This behavior I already discovered when sending pictures through WhatsApp.

My conclusion: no need to render with a low quality manually changed VMS rendertemplate, just start with a good quality render, WhatsApp will do the rest. (like YouTube)
