Premiere creates an actual file for the graphic- takes up space, can get lost etc. Vegas uses "generators" for text and backgrounds- there is no file created. The only way to save generated media is to save as a preset.

You can render it out as a video clip. DV AVI would be the best format to use, but uses about 3.75MB per second. Also keep in mind that you won't be able to do any editing on the text when you reuse this clip later on.
