The button that is initlally highlighted is the first item you drag into the menu. I haven't found a way to re-order them succesfully yet.

In the Online Help in the DVD-A, there is a section on RE-ORDERING the selection.
It took me about 3 tries to finally get it to sink in.
The window it will eventually give you will have the selections within a menu screen numbered like papers taped to the wall and you can change the number for each specific 'paper' or menu item. Kinda slick once you read the Help through several times and it starts to sink in. Give yourself a good half hour or so to comprehend it and another half hour or so to put into practice, practice, practice.

The section is under Object Order.

Does renumbering the order actually work for you guys?

When I've tried doing that in chapter-selection menus, the number-sequence I assign is ignored, and the actual selection-sequence seems to depend on the POSITION of each item on the screen.

And unless each row in the menu has the same number of objects in it, things get basically unpredictable.

The object order only works for the FIRST one. After that, it's program deteremined.
