I need some advice on Upscaling/Restoring a 90's Blockbuster Video Cartoon Commercial.

I'm trying to make it look smoother and make the black outlines thicker/darker.

There's some Static/Hissing in the Audio but I know how to fix that but I have no experience on Upscaling Cartoons.

I would sincerely appreciate the help!
