I get that display problem too in Vegas Pro 21 build 315 after moving the 2nd last video event on track 5 to any other track - it doesn't happen with any other video events on the timeline as far as I could see.

The bar appears to be the opacity bar. From the above image, you'll see that the problem video event no longer has the opacity bar on the event itself - the image to its right has the opacity bar in place. BTW the opacity bar all by itself on the upper track does not work.

Maybe there is some sort of corruption in that particular video event - it seems to have been sourced from Vegas Content on the Hub. Perhaps try rendering it to a new .mp4 event or even another format such as ProRes and see if a new render solves the problem.

I don't know, I tried it in all sorts of ways, I tried replacing the file & adding another as a Take.

Why do you think the video I replace gets the brightness blown out like this?, I removed everything from the timeline, it's as if the high Opacity bar represents the opacity in the video but can you get more than 100% opacity.🤔

This doesn't look like a Vegas problem anymore, but rather the unwitting use of undocumented features, probably in this case the project parser when loading.
If you do something like this on purpose, many programs will have something similar.

I suggested that was the case hours ago without your confirmation or otherwise at the time. Can you please provide a link or media name for that Vegas Content media so that others on the forum can download it from the Hub and see if that media works with or without the dislocated opacity bar problem.

I assume that the case is reproducible, it is not necessary to download something from somewhere. This can be done in any vegas project file. But why? At this stage, it is presumably clear that there is no checking of ranges of values. There is such a check when importing XML.

Here is an example with this clip. As I wrote, you can repeat it with any clip, in any project, this is not a problem of the clip.

i don't know i do lots of things.. main thing was i was trying to apply motion track the TV then i tried to PIN a video with motion track option in Vegasaur.. that not worked then i tried BCC Motion Key.. some PAN & CROPPING and other things... lots of there was..
