The latest version of Vegas Pro (i.e an upgrade) is available to those who have a current Vegas Pro subscription plan (paid monthly or yearly). With a perpetual license, updates to the version purchased are available at no additional cost - and since January this year Vegas Pro 22 updates have been builds 248 and 250 which are thus free to all with a Vegas Pro 22 perpetual license. But an upgrade (e.g. to Vegas Pro 23) is not an update so does require a new purchase but with upgrade pricing.

Please check the documentation that came with your Vegas Pro 22 purchase to see if it specifically states that you can get an upgrade to Vegas Pro 23 within a year of making your Vegas Pro 22 purchase. If the documentation from MAGIX does state that, you should contact MAGIX about the matter at infoservice@magix.net.
