First make sure your project settings are indeed 720x480. Then right click in the Video window and select "Diplay at Project Size." Finally click on the the copy to clipboard button. Even though the full frame might not be displayed in the video window, it is copied to the clipboard. Also make sure, Premiere is set to 720x480 as well.

I haven't been able to see the video at 100% without previewing on an external player.

All of the VideoFactory settings were for 740x480, and I did have it showing at full size. And I did use the copy to clipboard feature. When I opened up Photoshop and created a new document, it created a window which was (whatever the pixel count I said in my original post). Photoshop will create a new document based on the size of an image in the clipboard if there is one.

I have gone back and tried to adjust every parameter that could affect this, and it's always the same thing.

Ah ha! I tried doing the same thing you did (except w/ Photoshop LE) and the same thing happened to me until I unchecked "Apply Pixel Ratio to Snapshots" in the preferences. Then you get the full 720x480. However, I wouldn't do that if you want to export an image to Photoshop to edit and then bring it back to VF. The still won't match existing footage if you do.

The problem lies in that VF is using non-square pixels (i.e., NTSC's 0.909) while Photoshop is using square pixels (1.00). The resolutions don't match becuase the pixel size is different.
